A damage survey conducted by the NWS Wakefield office found a path of storm damage consistent with an EF3 tornado. Peak winds were estimated to be 140 to 145 mph. The tornado touched down just south of the intersection of Knowles Lane and Middle Track Road in southern Bertie County just north of the Roanoke River. The tornado rapidly increased to EF3 intensity as it crossed Middle Track Rd destroying 3 mobile homes, a barn and one single story home. The EF3 tornado continued to track northwest destroying around a dozen mobile homes and severely damaging several single story homes as it crossed Morning Rd. Homes in this area were unrecognizable as the tornado left bits of debris. The tornado width increased to just over one third of a mile along Morning Rd. Two fatalities occurred in mobile homes along Morning Rd. The tornado continued to track northwest along Woodard Rd weakening to an EF2 tracking towards Windsor damaging homes along its path. The tornado was at EF1 intensity as it moved across Highway 17 in Windsor and along the Highway 13 bypass west of downtown Windsor. Numerous businesses and homes were damaged along Highway 17 on the south side of Windsor. The tornado continued moving northwest as an EF1 damaging several farm buildings near Highway 308 (Governors Rd) about 2 miles northwest of Windsor. The tornado lifted soon after crossing Governors Rd.
