.NEW INFORMATION...
Bebinca is now a tropical storm west of Guam.

.AREAS AFFECTED...
This local statement provides important information and
recommended actions for people in Guam and the Northern Marianas.

.Watches/Warnings...
A Tropical storm warning continues for Guam, Rota, Tinian, and
Saipan. 

A Flood Watch remains in effect for all of Guam and the Northern
Marianas. Please listen closely for any Flood Warnings that might
be in effect for your area.

Please check the latest public and marine forecasts for detailed
information about additional hazards.

.STORM INFORMATION...
At 7 AM ChST...the center of Tropical Storm Bebinca (14W) was
located near latitude 13.6N...longitude 144.0E. This was about
55 miles west of Guam. Storm motion was west-northwest, 300 degrees, 
at 13 mph. Storm intensity was 40 mph.

.SITUATION OVERVIEW...
TS Bebinca (14W) is now west of Guam and will continue to move away
from the Marianas to the west-northwest. Bebinca will also continue
to intensify over the next few days, possibly becoming a typhoon 
will northwest of the Marianas. Showers and gusty winds will continue 
through today and possibly tonight as the monsoon pattern sets up 
east and south of TS Bebinca, but risk of tropical storm winds has 
diminished now that TS Bebinca is west of Guam.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

It is important to actively listen for forthcoming information from 
your local National Weather Service office and emergency management 
agency. Flooding due to heavy rain and gusty winds are the main 
concerns now that Bebinca is west of Guam. Flooding will make travel
difficult, so avoid flooded roads and heed road closures. Gusty winds
can still blow loose objects such as trash cans or outdoor 
decorations.

The next local statement will be issued by the National Weather
Service in Tiyan around 3 PM ChST...or sooner if conditions
warrant.

Flooding due to heavy rain and gusty winds are the main concerns now 
that Bebinca is west of Guam. Flooding will make travel difficult, so 
avoid flooded roads and heed road closures. Gusty winds can still 
blow loose objects such as trash cans or outdoor decorations.

...Winds...
Southeast to south winds of 20 to 35 mph, with gusts of 45 mph 
possible, will slowly decrease and become south across all of
the Marianas decrease as tropical storm force winds near the center 
of TS Bebinca continue to move west-northwest and away from the 
Marianas. The monsoon flow east and south of TS Bebinca will help to
keep breezy to windy condition near the Marianas, with winds around 
15 to 30 mph.

...Coastal inundation and surf information...
Surf are around hazardous levels along east and south facing reefs, 
but are starting to subside from their peaks that occurred this 
morning. As surf decreases the potential for coastal inundation will
also subside.

...Inland flooding...
A Flood Watch remains in effect for the entire area. Heavy showers are
currently moving through and west of the Marianas, especially near 
Guam and will become more scattered through the afternoon hours. 
However, even as Bebinca (14W) continues out of the Marianas and 
into the Philippine Sea, a band of heavy monsoon rainfall will remain
nearby. Over the last 12 hours 3 to 5 inches have already fallen 
across Guam, and closer to 1 to 2 inches in Saipan. Additional 
amounts of 3 to 5 inches of rain are possible through Thursday night.
Listen for possible flood warnings for your location...and be ready 
to act if flooding rains occurs.
