.AREAS AFFECTED...
This local statement provides important information and
recommended actions for people in Guam and the Northern Marianas.

.Watches/Warnings...
A Tropical storm warning continues for Guam, Rota, Tinian, and
Saipan. 

A Flood Watch is in effect for all of Guam and the Northern
Marianas. Please listen closely for any Flood Warnings that might
be in effect for your area.

Please check the latest public and marine forecasts for detailed
information about additional hazards.

.STORM INFORMATION...
At 1 AM ChST...the center of Tropical Depression Bebinca (14W) was 
located by PGUA radar near latitude 13.1N...longitude 144.9E. This 
was about 25 miles south-southeast of Guam's radar. Storm motion 
was WNW, 285 degrees, at 11 mph. Storm intensity was 35 mph.

.SITUATION OVERVIEW...
TD Bebinca (14W) will slowly intensify through Wednesday, possibly 
becoming a tropical storm as it passes west of Guam later this 
morning. Showers and gusty winds will continue through today and 
possibly tonight as the monsoon pattern sets up east of TD Bebinca. 
Bebinca is currently nearing its closest approach to Guam and is
passing over southern Guam now. 

.PRECAUTIONARY/PREPAREDNESS ACTIONS...
PRECAUTIONARY/PREPAREDNESS ACTIONS...

Preparations should already be complete for low-end tropical storm 
conditions, according to your typhoon disaster plan specific to 
your home or business. Remain inside as Bebinca is passing over
southern Guam now.

It is important to actively listen for forthcoming information from 
your local National Weather Service office and emergency management 
agency.

The next local statement will be issued by the National Weather
Service in Tiyan around 9 AM Wednesday...or sooner if conditions 
warrant.

PRECAUTIONARY/PREPAREDNESS ACTIONS...
Preparations should be complete to protect life and property from 
low-end tropical storm conditions as TD Bebinca is passes over 
southern Guam now. Ongoing gusty winds and heavy rains can cause 
outside activities to become dangerous. Remain inside a sturdy 
structure as tropical depression to low-end tropical storm winds are 
ongoing.

...Winds...
Southeast to south winds of 20 to 35 mph may become tropical storm 
force winds of 35 to 45 mph later this morning, with winds becoming
south across all the  Marianas this afternoon and decreasing. 
Strongest winds will be felt nearer the center of Bebinca, which is 
currently passing over southern Guam now and expected to starting 
moving west of Guam over the next couple of hours.

...Coastal inundation and surf information...
Surf are around hazardous levels along east and south facing reefs, 
and may reach up to dangerous levels of 12 to 17 feet, especially 
around Guam and Rota where winds are strongest this morning. Surf
will start subsiding this afternoon or evening. Massive surf will 
lead to increased shoreline erosion as well as the potential for 
1 to 2 feet of coastal inundation. 

...Inland flooding...
A Flood Watch remains in effect for the entire area. Heavy rain is
currently moving through into the Marianas, especially across Guam 
and will persist into late Wednesday. However, even after Bebinca 
(14W) has moved out of the Marianas and into the Philippine Sea, a 
band of heavy monsoon rainfall will remain nearby. Seven to 10 inches 
of rain is possible through Thursday. Listen for possible flood 
warnings for your location...and be ready to act if flooding rains 
occur.
