SOUTHEASTERN NEW MEXICO AND WESTERN CULBERSON COUNTY IN WEST
TEXAS... 

.Abundant moisture remains over the region, with another round of
showers and thunderstorms expected today across portions of
Southeast New Mexico and Southwest Texas. Soils are already
saturated in these areas from recent rainfall, and any additional
rain will contribute to runoff and flash flooding, especially in
urban areas, low water crossings, across complex terrain, and in 
areas with poor drainage.

...FLASH FLOOD WATCH IN EFFECT FROM 7 AM CDT /6 AM MDT/ THIS
MORNING THROUGH THIS EVENING...

The National Weather Service in Midland/Odessa has issued a

* Flash Flood Watch for portions of southeast New Mexico and 
  southwest Texas, including the following areas, in southeast 
  New Mexico, Central Lea County, Eddy County Plains, Guadalupe 
  Mountains of Eddy County, and Northern Lea County. In 
  southwest Texas, Guadalupe Mountains Above 7000 Feet, 
  Guadalupe and Delaware Mountains, and Van Horn and Highway 54 
  Corridor. 

* From early this morning through early this evening.

* Additional rainfall of 1 to 2 inches, with locally higher
  amounts over already saturated areas, could lead to flash
  flooding of urban areas, arroyos, streams, and other low lying
  areas and areas with poor drainage.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should Flash Flood Warnings be issued.
