Survey Summary: National Weather Service Jacksonville storm survey, 
supported by a video taken of the tornado by the public, concluded 
ed that a brief EF-0 tornado touched down on Monday afternoon, July 
23, along along Rio del Norte Road adjacent to the Intracoastal 
Waterway in the Palencia neighborhood of coastal St. Johns County. 
Minor damage to two newly constructed roofs occurred, a few homes 
had minor damage to soffits, and a single fence was blown down by 
the brief tornado or its rear flank downdraft. Several trees along 
this street were blown over, and a couple of trees bordering the 
marsh of the Intracoastal Waterway were uprooted. 

EF scale: The Enhanced Fujita scale classifies tornadoes into the 
following categories.

EF0...weak......65 to 85 mph 
EF1...weak......86 to 110 mph 
EF2...strong....111 to 135 mph 
EF3...strong....136 to 165 mph 
EF4...violent...166 to 200 mph 
EF5...violent...>200 mph
