The National Weather Service conducted a survey of tornado damage 
along the Clarion River in Jefferson and Elk Counties. The survey
team confirmed that a tornado produced EF-0 damage in Jefferson
County and EF-1 damage in Elk County between 8:08 and 8:09 AM EDT
on Oct 16, 2021. Because Jefferson County is within the
jurisdiction of NWS Pittsburgh, please see refer to the Public
Information Statement on their webpage for information. 

In Elk County, the tornado resulted in several snapped and 
uprooted trees along River Rd in Millstone Twp. Most of the damage
was evident of EF-0 winds of 75-85 mph, although there were some 
large, healthy trees snapped, indicative of EF-1 strength winds 
around 86-90 mph. Other notable damage included a tree that fell 
onto a cabin. 

The tornado was on the ground for about 1 minute and produced a
damage swath approximately 0.64 miles long and 260 yards wide.
There was one injury reported with the tornado.
