morning before a rebound in temperature begins. Bitter cold wind 
chills, colder than 20 below zero, can be expected tonight into
Sunday morning.

* WHEN...For the Wind Chill Advisory from 6 PM this evening to 11
  AM CST Sunday.

* IMPACTS...The cold wind chills could cause frostbite on exposed
  skin in as little as 30 minutes.
