The National Weather Service in San Juan has issued a

* Urban and Small Stream Flood Advisory for...
  Fajardo in Puerto Rico...
  Luquillo in Puerto Rico...
  Rio Grande in Puerto Rico...

* Until 100 PM AST.

* At 1104 AM AST, Doppler radar indicated heavy rain. This will 
  cause urban and small stream flooding. Between 1 and 2 inches of 
  rain have fallen. Soils are already saturated, therefore, 
  mudslides in areas of steep terrain are possible. Sharp rises 
  along Rio Fajardo, Rio Mameyes and Rio Espiritu Santo are expected.

ponding of water in urban or other areas is occurring or is imminent.
