At 831 AM EDT, satellite imagery displayed a line of clouds 
indicating a convergent boundary, capable of producing waterspouts. 
This line of clouds was located offshore from near Ripley to 
northeast of Ashtabula.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Waterspouts can easily overturn boats and create locally hazardous 
seas. Seek safe harbor immediately.
