The National Weather Service in San Juan has issued a

* Urban and Small Stream Flood Advisory for...
  Isabela Municipality in Puerto Rico...
  Quebradillas Municipality in Puerto Rico...

* Until 430 PM AST

* At 128 PM AST, Doppler radar indicated showers and thunderstorms 
  in the advisory area which will result in urban and small stream 
  flooding shortly. Shower activity will continue during the next 
  two hours or so. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.
