...BITTER COLD CONDITIONS ACROSS NORTH-CENTRAL AND NORTHEAST 
WISCONSIN THIS MORNING...

Temperatures of 12 below to 28 below zero will continue across
north-central and portions of northeast Wisconsin through
daybreak. Fortunately, the air across this area was basically 
calm, so the wind chill effect was negligible. A light south wind
will develop after daybreak, so wind chill indices are likely to
remain in the 15 below to 25 below zero range through late morning
even though air temperatures will begin to warm. 

Frostbite can occur in less than 30 minutes on exposed skin under
these conditions. Be sure to dress in loose fitting layers of
clothing and wear a hat and mittens or gloves if you are going 
outdoors this morning.
