.SYNOPSIS FOR ARCTIC WATERS...
A 1024 mb high 350 NM NE of Barrow will move southeast today 
through Tuesday. By Monday afternoon this high will be 200 NM NE 
of Demarcation Point and by Tuesday morning it will be over the 
Mackenzie Delta. A surface low over Russia will move to near 
Wrangel Island as a 1003 mb low by this afternoon, to 300 nm north
of Wrangel Island by 4pm Mon, and to 400 nm north of Barrow as a 
1014 mb low by 4pm Tue.
