[WCE] IEM mapping

If you haven't already seen this, you may access ortho photo imagery
(including 2003 Color IR) from the ISU GIS lab server for each weather
station in Iowa via the Iowa Environmental Mesonet (IEM)  including KCCI
school net.    Daryl Herzmann did a great job with this!
