For the work day, the difference is computed between the 8 hour average temperature computed over the 8 AM to 4 PM period based in CST and CDT year-round. The "CDT effect" is for a slightly cooler 8 hour work day as compared to the same period if it was CST all summer. This effect remains the same in the winter time, but lo and behold our clocks go back to CST to reverse the effect. From an energy perspective, the result is potentially favorable for businesses to save a bit on cooling in the summertime and heating in the winter time. It is a conspiracy! Of course, when we are at home, the effect is reversed, so we have slightly warmer sleeping periods in the summer with CDT and cooler sleeping periods in the winter with CST. Your head is probably spinning trying to follow the logic presented, but think how CDT shifts the work day into earlier in the day to leave more light at night and time for lawyers to golf after work (net cooler, less cooling bill). In the winter, the shift is for more light in the morning (so that kids have light to go to school, whatever) which puts more of the work day into hours with sunlight (net warmer, less heating bill). The quality controlled Iowa COOP data for February 2011 has been uploaded to the IEM. These observations are kindly provided by Harry Hillaker, our state climatologist, who passes along these notes on the month:

February 2011 temperatures averaged 22.0 degrees or 2.0 degrees below normal while precipitation totaled 1.48 inches or 0.43 inch above normal. This ranks as the 65th coolest and 28th wettest February among 138 years of records. Snowfall averaged 11.1 inches or 4.3 inches above normal to rank as the 19th snowiest February among 124 years of records. The big weather story of the month was the blizzard on February 1. Storm totals of more than a foot were the rule over southeast Iowa where official totals reached 18.0 inches at Fort Madison and 18.5 inches at Lowden. Wind gusts over 50 mph were also common with this storm with Clinton Airport reporting a gust to 66 mph. The impact of the storm was particularly great as the most intense snowfall arrived at the same time as the highest winds. This storm accounted for a statewide average snowfall of 7.6 inches.

The 2010-2011 winter statistics (Dec-Jan-Feb) saw temperatures averaging 18.5 degrees or 3.6 degrees below normal while precipitation totaled 3.71 inches or 0.37 inches more than normal. This ranks as the 30th coolest and 45th wettest winter among 138 years of records. This was the fourth consecutive colder than normal winter and fifth in a row with greater than usual precipitation.
