The 1 minute interval data from the Iowa ASOS network has been
uploaded to the IEM data coffers.  One thing to note:  Clinton
and Fort Dodge are classified as Non-Federal ASOS sites, so I
don't know of a way to get 1 minute data from those sites.

You will want to click the featured image to get a better look.  If you do, you will see a plot of daily average 4 inch soil temps, solar radiation, and climatologies for both variables for the last 60 days.  The daylight length continues to get shorter and the solar incidence angle decreases each day.  Both factors contribute to declining soil temperatures and descreasing solar input received at the ground surface.
