Today I dug further into the issue and figured out the quirks to make it work. The referenced URL in this news item contains the URLs necessary to provide ArcMap/ArcCatalog. Simply go to "Add Data" and then to "GIS Servers" and then "Add WMS Server". I have also added a new WMS which contains nationwide NWS warnings. One service for county based and one for polygon based warnings. Please let me know if you have any troubles or suggestions.
